A set describes what a supplier can offer — e.g. the thread colours available on mahjong mats. Assign a set to a customer in Edit details and those choices appear on their order form. Deactivate a choice to withdraw it without losing the label on past orders.
active:false on a choice hides it from the order form but keeps it readable on orders that already used it.
